Free money?

A while ago the Japanese government mentioned giving a cash-handout to Japanese residents to help boost the economy. So far all the information that I could read up on the whole process was very confusing, as no-one seems to know who will get the money or how to get it. However, THIS article by the Japan Times seems to clear it up a little.

Apparently, legal foreigners should be able to get the ￥12000 hand-out by filling in a form that should sent to their registered home address. So, I guess I should just wait for the letter...
